This document was prepared as a conceptual framework for the Second Meeting of the Ibero-American Forum on Migration and Development in San Salvador during 2010 and analyses the impact of the 2008 international economic crisis on progress and stagnation in migration legislation, the lack of progress in migration dialogue and cooperation and the rigidity of international migration agendas, among other aspects. It shows the vulnerability of situations of economic retraction on the rights of migrants.
