As part of the actions to comply with the provisions of the Regional Action Plan Action Plan for strengthening the national response to’ Venezuelan migratory flows, the IOM Costa Rica created the Reference Center for Venezuelan Migrants that serves this population , especially to those who are in conditions of vulnerability. In addition, through a telephone line (800 - Venezuela) Venezuelan migrants can contact the Center to request guidance and information on migratory regularization and access to humanitarian services

Based on the experience of the IOM Costa Rica in the creation and implementation of the Reference Center for Venezuelan Migrants in the country, this document presents the characteristics for the creation and operation of this center, from operational aspects, as well as administrative and organizational The systematization is divided into 3 components: 1) Assistance to migrants, 2) Inter-institutional coordination and 3) Displacement Monitoring Matrix (DTM), highlighting the requirements and operation of each of these axes.
